In his opinion, the strategy of the previous 30 years, which emphasized foreign operations, as in Afghanistan, no longer corresponds to the current situation. Instead, the Bundeswehr should focus on the reliable deterrence of a potential enemy and “be ready for an imposed war.”
“The war in Europe has become a reality again,” Zorn said. Instead of mobile special forces, the general recommends focusing on large formations of troops ready to deploy and conduct combat operations, and not wait for support from the United States. Neither the EU nor NATO, Zorn warns, can afford “to start planning and building up forces only after they are attacked.” According to the plan, by 2024 the Bundeswehr will form at least one fully equipped and ready for march division of 10,000 people.
