The Russian occupation regime has halted the so-called “evacuation” of civilians from the city of Kherson due to the apparent lack of interest among the local residents.

Details: The Russian occupation regime in Kherson has also stopped paying people’s wages and social benefits.
Background:
- On 4 November, Russian President Vladimir Putin said that Kherson residents should be “taken out” of the city.
- On 9 November, Sergei Surovikin, the new commander of the Russian occupation forces in Ukraine, announced that the Russian Federation was transferring its troops to the left bank of the Dnipro River, which means that the Russians are leaving Kherson.
- Mykhailo Podoliak, Adviser to the Head of the Office of the President of Ukraine, said that a significant number of Russian military personnel remain in Kherson, and that Ukraine sees no signs that Russia will retreat without a fight, despite the statement given by the Ministry of Defence of the Russian Federation.
