More than 400 targets in 16 Ukrainian oblasts have been damaged as a result of Russian attacks between 10 and 20 October.

Quote from Shmyhal: “The Russian army has designated our energy system as the main target of its attacks. [They are] shelling generating facilities, meaning facilities that produce power. [They are] shelling power distribution systems, meaning power lines that bring power to each of our homes. More than 400 targets, including dozens of energy facilities, in 16 oblasts of our country have been damaged as a result of shelling between 10 and 20 October.

Details: Ukraine’s Prime Minister additionally said that Ukraine’s energy facilities are relentlessly suffering from cyber attacks.

“Despite the fact that the energy infrastructure has been suffering attacks for over a week, the situation is currently difficult but under control. We have significantly increased the number of repair teams [and] purchased additional repair equipment which is stored at secure locations. Partner countries are constantly providing the necessary aid,” he said.

In particular, Shmyhal said that the US has pledged 55 million dollars to repair and service gas pipelines; that [Ukraine will receive] electricity generators, alternative sources of fuel for social infrastructure; that the Netherlands will provide 70 million euros; and that Denmark will help Mykolaiv Oblast meet its needs during the heating season.

“We have preliminary agreements with Norway and the UK about gas supply, especially for [Ukraine’s] critical needs during [the upcoming] winter. The EU and Canada are also pledging to help. [Electricity] distribution systems operators from Belgium, Poland, Germany, Italy and other countries are transferring generators, transformers, cables, isolators for power lines and much else besides. They are not just doing this now, but have been doing this all these months, which has enabled us to restore electricity supply [following Russian attacks – ed.] quicker,” Shmyhal said.

The prime minister said that almost all territories under Ukraine’s control have power.

“Currently 99% of cities, towns and villages that still consistently have no power are either on the occupied territory or in the immediate vicinity to the area of hostilities and where therefore it is currently impossible to carry out repairs,” Shmyhal stated.
